I think that it does. I've seen many instances of this playing out. Of course you see it the other way too. Prideful people puffed up with themselves and seemingly never being chastened for it.
No, the saying pride comes before a fall is a misquote of Scripture. Scripture says Pride goeth before destruction and a haughty spirit before a fall. For some reason this verse is often twisted and turned around.
A 'haughty' spirit often is when a person thinks they are better than others. Although similar to pride, the verse does NOT say "Pride goeth before a fall".
