Radiation can kill any type of cell anywhere in the body, or cause it to become cancerous. Certain organs are more affected by certain radioactive elements, but not because they are more sensitive. Rather, they accumulate certain chemicals, and if those chemicals are radioactive, then those organs will be affected first. For example, the thyroid collects and stores iodine. So if radioactive iodine is present, the thyroid will be affected first.
