The US culture is not authoritarian. It's casual and is devoted to personal liberty and democracy.
Which "authority,' are you talking about? Hunting licenses?
One reason is that many people have seen authority abused by those in authority. So they have grown to distrust all authority. Which is a pity, because some authority is legitimate.
As I see it, true authority is based on truth, and/or consent.
