Is it bullying?
Playfully talking down to a friend or family member..
It depends how it's done. What one person thinks is a bit of fun can be very uncomfortable for someone else. If it's constant, and has been pointed out to the jester that the behavior is upsetting, then it may be verging on bullying. Some people don't know when to stop.
If kids are walking over the adults head and thought it is fun, no , that's no bullying. If it is an adult doing the same thing , yeah, he better stop now. Otherwise, he doesn't know his limits at all
