I don't believe architecture will be effective if you are looking for a fast fix.  Over several generations, I could see architecture having an effect, if the political situation stays stable during that time and a broad spectrum of people are exposed to architecture in their education.  I am referring to the art of architecture.  I don't think the business side of architecture helps reduce crime at all, since most of the decisions are actually made by owners and developers and city officials.  Money is the driving force in those three.

I think you're right. It's all about the atmosphere. If people are surrounded by clean, ornate and impressive architecture then they will automatically be more inclined to respect it.
