Why is ozone always seen as a negative when it actually protects our environment?

Another mis-leading headline - "Four New Ozone Killing Gases Detected Scientists"
    http://www.nbcnews.com/science/environm … rce-n48496
Why is it the media makes "ozone" as the bad item when in reality without the ozone layer we would be exposed to harmful UV?
And why is it drinking fountains use UV when ozone is better?
The bad wrap that "ozone" has gotten over the years, is it holding us back and preventing new technologies that can help us prevent illness and disease?

The ozone is not seen as a negative.
The (deterioration of the ozone) is what concerns most people. Overall the theory is man's high release of carbon emissions in the atmosphere is causing the ozone to become thinner and thereby reduce the amount of protection we get from harmful rays of the sun.
