If yes, then how? Exactly what measures politicians have to take to make the world a paradise?

Or is it otherwise? Is the world already a paradise?

Yes, I agree with the latter: The earth is a paradise. If this precept was a given/universally accepted, how would people/politicians proceed?

        ... but a challenging paradise.

"Paradise" is a relative term, and when compared to every planet we have knowledge of Earth is indeed a paradise.  A flawed one, perhaps, as we have hurricanes, volcanoes, etc. but such things are likely necessary to any planet we would call paradise.

Everything changes and evolves. The universe seems to be looking for perfect balance. Perfection? Probably impossible, right?  Yet as bad as our world/politics/behaviors toward each other are, fact is in the bronze age you had over percent chance of dying by a human hand. Today, believe it not, it's only 2 percent chance. We seldom lived over 35. Now 100 isn't rare anymore.

And as bad as things get, we're always trying to find ways to fix them. Even though conflict happens over how, which is eventually resolved, but often produces new issues.

Chaos theory. Simple becomes complex by following simple rules over and over under diverse conditions. Existence is a chaotic system. Evolution is a chaotic system. We'll get better. But we have a long way to go. There are no quick fixes. Perfection can't exist unless it's perfect for everything.

But things can, and will always get relatively better.

Perfection? Not in my life time. lol...

Sorry, that was 50 percent chance of being killed by another human.

... things can also get worse.

    to avoid this,

we must take what is good and  t r y  to preserve it,

make an effort to acknowledge what is working,

    understand why it is working,

    revere what makes it work,

and reveal these things to the oncoming generations.

Humankind, at this juncture, is not at the stage to create an earthly paradise.  Humankind is too divided, enmeshed into artificialities such as socioeconomic class, religion, race, & familial affiliations to become a universalistic tour de force.    Humankind hasn't evolved into a universalistic consciousness & such is required to create an earthly paradise.
