Can one re-size a picture and make it smaller? I have a photo of Scarlett Johannson:
Windows BMP Image, 4.40MG, 990x1553. I have tried to edit in Paint but did not succeed. Any suggestions, pl. Thanks.
In your pait program under the image button at the top of the page find resize and skew you can resize any image with that that paint can open.
Try to use this picture resizing tool
It works well!
