The Great Katherine Hepburn has 4 for sure and 3 for best supporting actress. Meryl Streep (nominated 13 times) would be second in my estimation. There is an actress named Thelma Ritter and Deborah Kerr too, both have been nominated 6 times , without ever winning.
I am pretty sure Katherine Hepburn still holds the record for most oscars with Ingrid Bergman coming in second.
