As long as the copied part is not too long and you give appropriate credit to the original author. You absolutely should never take credit for someone else's work.
Yes, if the text is in the public domain (even without giving credit).
Yes, if the text isn't in the public domain, but you utilize it within fair use guidelines. (Limited use.)
No, if credit is required, but no credit is given.
No, if permission is required, and permission is not granted.
But also, if publishing on HubPages (and other sites) other TOS guidelines may need to be met.
There are other licensing guidelines that you may need to consider prior to doing so, too. Type "creative commons" into google and read information about it. Also try "public domain publishing" with google.
