This may sound crazy, but I let him scream it out. I bring him to his room, turn off the lights, close the door, and lay down. He alternates between screaming and playing, but eventually he lays down with me. By doing this I put the decision to sleep in his hands, but I narrow his choices down to run around in circles in the dark or sleep.

Okay not to be snarky, but any parent knows one reason for crankiness is tiredness. I KNOW he needs a nap...it's just hard to get him to, especially when he wants to say no to everything. Toddlers are not rational creatures. Btw, we have a very loving, nurturing home, so please don't presume I must be ignoring my child's psychological needs, and that's why he's cranky in the first place.
Zeno's Mother....thank you, I will try that next time. Sometimes they do just need a quiet dark room, don't they?
