Just click on start a new hub (At the top of page) and save it as unpublished.... It will automatically go into the state of "Under Construction",
But the only bad point in this is Others will not be able to see the notice like "Under Construction" or "Hub is down for maintenance" etc.

As a person who has devloped several sites and works with the web, I am very disappointed in the "Start a new hub format page". Everytime I try to start something on that page it keeps saying something stupid...
