That depends on the restaurant's policy. Sometimes they will if you ask and other times, they won't allow it. The only way to know is to ask them, or ask where they get their supplies.
Most restaurants don't, but there are a few restaurants that will sell groceries. I've been to one that even has its own mini grocery store in it.
