FYI, there are scripts that make for another revenue stream, but should not be used with adsense per PeggyK at the adsense forum and may violate adsense policy:

That looks like it interferes with site navigation, and I'd consider it a violation of AdSense policy.

Do you have any examples of sites that do that so we can see what they are?
I suppose if you have a site that directs to one of those sites it would be ok with adsense, but if the site you have has adsense and this promo it likely is against the TOS of adsense.
Those who are into CPA marketing and know adsense policies are less likely to use ads on their pages. Most of the CPA marketers use those promo ads on download pages, membership areas or to redirect to some freebie.
So, if I have a website without adsense how do I use this marketing? What kind of websites are they looking for?
They're looking for offers website or freebies or sites with content protection. For example, CPALead and cpabolt networks are looking for sites which restricts visitor for some freebie and this is where they use pop-up to capture the lead. It's more complicated in some cases but i summed it up in short.

Not exactly like that. I mean say -a wordpress theme owner gives out freebie to users and restrict the download page with CPA ad. This way he gets paid for his content from those CPA networks. Of course CPM/CPC ads on this page are disabled because this form of advertising is violated as per their terms. CPA ads pay 3x, 10x to that of typical adsense clicks so those publishers who own sites like this and are not in adsense program are earning from CPA ads.
