For a Google Adsense account go to "your hub account," then Earnings, click "get started" with Google Adsense. And you should be able to use any e-mail address you want.

I think your query was already answered you need to wait for 6 months before Google approves your account.. people from certain parts of the world  have this wait period before being approved.
You also need at east 10 hubs  and a blogger blog does sometimes help.

I am sorry I am not able to answer but posted here because I have an adsense problem too and was hoping to get some help. Can anyone explain what I am supposed to do? The rejection from adsense said there were navigation issues. I am not sure why. Below is the letter they sent me. I don't understand why they are saying 'my website' is hard to navigate. I applied for adsense related to hubpages. Or at least that is what I thought I was doing. Thanks.

    Hello,

Thank you for your interest in Google AdSense. Unfortunately, after
reviewing your application, we're unable to accept you into AdSense at
    this time.

We did not approve your application for the reasons listed below.

    Issues:
    - Difficult site navigation

    ---------------------

    Further detail:
Difficult site navigation: During our review of your website, we found
your site difficult to navigate. Potential navigation issues include:
redirects, pages behind a login or restricted access, broken links,
excessive pop-ups, dialers, and pages under construction or not yet
    launched.

People from Asia and Africa have the 6 month wait period.
Google has been known to give some standard replies and these are a part of that.
Wise rabbit you may want to write at least ten hubs before you apply again.. though it is possible that you get it sooner.

I did wonder if I may need to post more before trying again. I am still concerned about the 'navigation issues' comment.

I am from India and I got approved my beore 6 month. The only was to get a fast approval is to write more than 10+ hubs, and then reappy. Write about topics which are not saturated and imparts value to users, also write a few "how to guides" and then reapply. I am 90% sure (if not 100%) than you will be approved once you have 10-12 hubs under your profile page.

Thanks and don't worry about approval. Just write more because Google guys are good and they will surely approve your account.

I hope you too will get approved soon

Thanks for your advice, Ronnie_Dey.  Apparently, my status in Affialiate Setting in hubpages shown "Disabled by goole for TOS violation". I am worry that I might have problem resubmit my appliaction if the disabled status is not updated (unlink).

      Appreciate your help.
