As for your query, write good quality hubs, participate in the forum and question/answer threads, interact with other hubbers etc. These are some techniques that I followed at the beginning. Follow hubbers and most will follow you too.
I'm still fairly new here, and hence can't give an expert answer. Hope this helps at least a bit.
