   If you could create a new country what type of government would you form?
   
   Would you have a Bill of Rights, or would you do something more like a pure monarchy? Give me details please.

   The same one that our founders created. Let me explain:
   
   Government's only proper and moral role is to protect it's citizenry from the initiation of force. It may never initiate force against any individual--only in retaliation to those who initiate its use.
   
   That means that a government must have a strong military in order to protect citizens from foreign threats and invasion; it must provide a police force to protect individuals from domestic criminals; and it must provide a court system in order to establish and maintain Rule of Law--which means enforcing contracts, settling disputes among men according to objective law by objective arbiters, etc.
   
   That is all that government may morally do--nothing else!
   
   I am a complete advocate of the Constitution. The only thing that I would have done differently was made it more difficult for it to be so grossly misinterpreted and perverted. I would have made a very clear separation of state and economics like the separation of church and state and for the same reasons.
   
   Man's rights include Life, Liberty, Property, and the Pursuit of his own Happiness.

   Short answer - A SMALLER ONE
   
   Those who need the least government would form the best government.
   
   Honest people don't need police
   Intelligent people don't need as many lawyers or doctors
   Industrious people don't need to be taxed as much for services

   I will form a government in which all people votes are represented.For example mix form of government in which majority votes party will act on major government basis where as small votes would get small share in government.The form of government will be a mixed democracy and theocracy.

   i wrote a hub about this exact thing. to me the best government is not anything that has yet been formed and i doubt it ever will be formed.

   A Tribal Republic where power is not centralized into the hands of a few, but is mainly reserved for the smallest and most natural form of government - the family.
   
   The heads of each family would form tribal councils (clan councils), and those councils would elect representatives for matters that needed to be dealt with on a more national level.  The national body would have essentially no power except to coordinate defense in times of war (when the so-called civilized people attack), and it would be completely disbanded in times of peace so that power is once again brought back down to the local level.
   
   Each local tribe would decide how best to handle morality, trade, education, etc.
   
   Its essentially the same idea behind having States which were able to print their own money, have their own constitutions, etc., as the United States was originally meant to,  but on a more primitive scale.

   All governments fail one way or another. This may sound ironic coming from the control freak I am, but I would have to say Anarchy. Actually, there is nothing ironic about it. Given anarchy, I could control myself as I wish to.

    You aren't giving us any parameters such as size, population, type of land or resources. The type of government depends on all of these things.
    If we are talking about a tiny country I would go for a me-tatorship and hand pick the citizenry. But if it were larger I would create some kind of a straight democracy with a constitution and a bill of rights.
    I would have a military sufficient to protect our soil but I wouldn't get involved in the affairs of other countries. It would be similar to Switzerland where every citizen is a part of the national guard with only a small standing force.
    Likewise I would set up a citizen police force with only a small regulation force.
    I would set up a legal system similar to that of the US but far simpler. The laws would be clear and the sentencing strictly mandated. All prisoners would do hard labor and it would be set up so that minor offenders are trained with a useful skill. I would have capitol punishment for first degree murder and carry it over to include unsuccessful murder and some other violent crimes like violent rape. I wouldn't hamstring the legal system with the American rules of evidence. Any evidence would be admissible for either side so long as it pretains to the crime.
    Without the parameters that is all I can say.

    For me, the form of government wouldn't matter.If you have bad or horrible and corrupt leaders running the country it doesn't matter whether it is a republic, representative democracy, socialist or authoritarian type of government. You could say the opposite is true, if you have enlightened, compassionate, intelligent, honest and capable leaders, I would wager that the country is likely to be progressive and would have good potential for development.
    
    So if I could create a new country, I wouldn't worry too much about the form of government. I would concentrate on ensuring that positive values, civic virtues, education and literacy is a firm component of the culture and people of my newly created country. By laying down strong positive and progressive foundations in society and among the populace, I think I can trust the citizens to determine by themselves the form of government they wish for their country.
    
    If only this were possible, however, reality is a lot more difficult and harsh. Great question by the way, nice to have a brief moment to enjoy pondering on it and playing god, haha.

    Bill of Rights:
    1) Your life is in my hands.
    2) You will service me anyway I see fit
    3) Any tenets I announce to the nation will be enforced
    4) There is no such thing as marriage for if I see fit to lay with your lover or offspring and you try to interfere-you will be sexually made unable to reproduced and a giant pole made of ice will be left there until it melts.
    5) I do not sleep with minors-Anyone including the minor knows their partner or relations is underage and not speak up will be executed on the dot.
    6) I am your God-no slandering me, praise me, obey me- or you shall be tortured anyway I see fit.
    7) No killing is allowed and no crime is allowed without my permission- break this tenet and you will be killed by me personally.
    8) You are all my hos-sexual orientation doesn't exist because the only sex that matters is the sex you commit with me.
    9) This nation is a Republic because I'm present and what I say goes. Once I die, I don't give a hoot about you freaks-do as you please even make your own rules.
    10) You will not rename this country nor will you stop worship me as your God. You may however add Gods or stick on Science, but when someone asks any question about God or Religion-"Kaddam is mine and my home" will be your reply. Anyone who doesn't reply in this fashion shall be executed as traitor to their God & Nation.
