Do you believe that the best form of government is the benevolent dictator?
Josef Stalin said “It doesn’t matter that people can vote, what does matter is who counts the vote.” Voting is a smokescreen! Do YOU know the relative merits of different election methods or you just believe in One person = one vote? Plurality= Name one candidate then shut up=Approval, Condorcet, Borda & Instant Runoff=Ranking Order but the RANGE=Best
So many cheating with elections these days. I doubt if there fair elections in the world. Needless to say that Bush came to power on cheating.
Since we can not trust voting neither counting votes, it is better to make elections as FAIR Lottery. Make it open public on TV. It would be much fair than fake pseudo-democratic elections.
Honestly, many people in Russia believe in the "benevolent dictator" idea. I have spoken to such people. They realize that being uninterested/uneducated or with no time to spend on politics, they cannot make good decisions. Therefore, such people would willingly pick a person to make decisions for them.
Vladimir Putin is holding that exact role. He will be in power for many, many years to come shuffling himself through different positions within the Kremlin.
Heck no! if people have a "dictator" they have given permission to be spoken for, leaving the door open for injustices and lies and so on and so on. There is in any form of government a need for balance, and a way to regain a balance when the scales are tipped! Is a dictator the best form of government is like ripping out your own vocal chords and voluntarily becoming a coward.
If the benevolent dictator is good the government is good. If the benevolent dictator is bad the government is bad. There might not even be a perfect form of government, just points in history where the government just worked at that time.

What form of government is preferable?Should we strive for a theocracy, as one based on the Bible or Quran? A Marxist socialism that mandates absolute equality. A Socialism of varying degrees of political definition. A government based upon the ideal of individual freedom.?
