Are hubbers infinging on copywrite using pictures taken from other sites? Is HubPages condoning the use of plagerized photos by giving higher hub scores to those writers that are using stolen photos?

I was afraid at first, so I used my own photos and public domain archives, but it is clear that some are.  I don't know much about copyright law, but just giving credit is usually not enough in cases of graphic/video/art.  I'm assuming better photos get better traffic, hence a higher overall hub score... but I'm not sure if there are any consequences.  It might be more like YouTube, where it is copyright infringement to post a cover of a song without permission, but thousands... millions of videos are illegally sitting there.

I think perhaps some are. I seek photos that have Commons licenses or are in the public domain. @DIMIR is right that mere attribution is not enough to protect yourself against a charge of copyright infringement, not just for graphics/video/art but this is also something to be aware of for our own writing - if someone has taken more than a sentence or two of your writing, that person has infringed upon _your_ copyright.

Anyone who posts a picture is warned only to use images that they are entitled to use. Of course, some people do ignore these warnings and use copyrighted images without permission. If this is detected and reported (DMCA), the hub will be unpublished. In case it happens repeatedly, the account could be closed.

I think I'm going to enjoy taking my photos for HubPages as much as the writing ... although I've got off to a dodgy start.  Hopefully my photos will get better.  But the stock photo sites are a bit overwhelming sometimes with some photos being free, and others paid-for only, and having to carefully check the acknowledgements and permissions required.  I actually don't have a problem with paying for the use of photos if they're going to enhance my hubs.  I noticed that with natural history photographs in particular, the fee-charging ones seem to be significantly better on first glance.  I agree that HubPages should take this issue seriously.  No-one is going to be able to afford to eat if we don't respect each other's copyright absolutely.  And photographers deserve revenue for their hard work and talent, and presence of mind to make their work available through a commercial site, just like we do as writers.

    Good question, Neil.

If the person has permission, no. I only use photos with permission from artist or take them myself. Someone mentioned You Tube so I want to look into that, as I have been using You Tube. I thought You Tube was free to use unless there was a copyright notice. I hope I am not incorrect!
