Would Infrastructure improvements have the U.S. better prepared for storms like Hurricane Sandy?
Sure. Infrastructure like bridges lose structural strength with time, especially when maintenance is inadequate, which can be the case. They are then more vulnerable to stresses from storm surge or wind, and if they fail, they make the recovery process that much more inefficient.
Also, in many cases improved regulatory standards and engineering mean that newer structures can withstand more stress than older ones ever could have.
In this case, I don't think anything could prevent the damage from a storm of this magnitude. This is something like we have never seen before. In other cases, yes the States need to do a better job of maintaining and constructing more quality infrastructures.
I suspect these sort of events are going to become much more frequent over the next 10-20 years. We will not prevent them happening, obviously.
However, we can work towards better coping skills and recovery methods. Learning to share resources with each other, reducing the automatic tendency to be greedy and selfish during the aftermath can help people to survive.
