Will creating a hub about free downloads affect my account? No affiliate marketing in it.
I'm a newbie in Hubpages, recently I decided to think about writing hubs for the usual things that people do online. More specifically, I came up with the idea of writing a hub about how to download videos on youtube. I did not know that this is against rule.. Will I be punish with this? Will my account be affected? thanks for your help..
I don't think that it is against the rules. But still you should ask Hubpages team about it.

No I believe that it is Okay for example to present an educational Hub on how to download videos on U-Tube for example. Same goes for explaining to others how to go about selling on Ebay....using this as another example. However if you write an article that is trying to market or sell something, particularly if it is linked to your own business, or website.
Then that is where it may be fringed upon and it may not only get unpublished, but also it can hurt your overall Hubpages score. This I have seen happen to a few writers here. And in the end they were banned from hubpages altogether. When in doubt always send an email to the hubpages staff for clarification on subject such as this one. Hope I have helped answer your question with a bit more detail.

No, it won't unless the downloads are about illegal content. I wrote a hub about free downloads, and it is doing pretty good:

Only problem I had about that hub was when I introduced a program that lets you download videos on YouTube. HubPages then unpublished the hub, saying that the hub contained a content that wasn't allowed. I took me forever to figure out that it was the YouTube program that caused the problem because the HubPages staff doesn't point out which content isn't allowed.
... i hope someday, they would be able to mention what part of the content causes the problem so that it can be fixed easily.. thank you for your answer..

I have a hub on opensource software, which is apparently not ok as it relates to free downloads. I thought that was part of the community spirit of the internet? Anyway, didnt know it was not permissable. Is there a way of re writing so it can still be written, but from a different perspective?
