   Web designing is to do with putting together the high level view of what the final product would look like. Usually taking business or customer requirements and translating that into wire-frames, mock-ups etc.
   
   Web development takes the above and creates the underlying structures required to put that web site live.  The developer would work on the database, hosting, coding of apps, pages etc
   
   I would say developing is more difficult. But it depends on what you prefer some people are good at coding and enjoy it. While others prefer designing things and defining how those things will stick together and then having someone else do the more technical development work.
   
   It's like the architect designing a new building, he/she puts it all together then gets the builders, craftsmen, electrician etc put it all together.

   Web designing is the designing part. You must have creativity and color selection sense to prepare web page layout. Based on your template web developer slice your template and develop a web site. Web development is much more like programming. You need to learn php, css, HTML, javascript to develop a good website.

   Web design is really just the look of a website.  Web developing is a bit deeper.  It takes into account the design but also the behind the scenes work like the site map (or index), exactly how each page design is delivered and more.

   There's a bit of crossover between the two, but web designing is basically a graphic design function and web developing generally implies some sort of programming.
   
   I do a lot of subcontracting for graphic artists who can design the "look and feel" of a website (its graphic elements), but have no idea how to take that design and turn it into a functioning website coded in HTML, CSS, JavaScript, PHP, etc. These types of jobs are basically straight web development.
   
   I also build a lot of sites where I create the graphic elements myself...AND do the programming necessary to make my design into a website. This is a combo of design and development, and is the part of my job I most enjoy.    I think web developing is generally more difficult than design, although there some big exceptions!

   Wed design and web development are very much co-related, although there are some minor difference between two of them. While web development deals with complete web development process and web design is only a small but significant part of the web development process.
   
   And coming to the difficult part, it is very much relative term. So for a web designer the job of web development may seem hard and vice-verse.

   These two are different terms related to each other.
   
   Web Design is the customer facing part in which the customer designs, how a website looks to the visitors. A web designers know how to put together the principles of design to create a site that looks great.
   
   Web Development is back end of the website, the programming and interactions on the pages.  A web developer focuses on how a site works and how the customers get things done with it.
