Why don't gas stations give customers the cash price for gas when using their debit card?
Gas stations price their gas based on payment method. Generally, customers who pay with cash will receive a lower price per gallon than if they paid with a debit/credit card. However, debit transaction are the same as cash, so why don't gas stations give customers the cash price when paying with their debit card?
Because it's not cash. They still have to pay the bank transaction fees on debit cards.
I think this depends on what state/city you are in. Some places prohibit surcharges - fees for using a debit or credit card - and consequently do not allow differences between payment methods. I recently saw a local news program that claimed differences between the rate and the charge were caused by improper pump calibration, and all of the local gas stations investigated claim they will give a refund to customers who catch significant differences, whatever "significant" means. Therefore, I don't believe that different rates at the pump are an issue in my city, and I have never noticed a difference on my receipt based on payment method.
In my area, there are gas stations that charge the same price for either type of payment, and there are those charging more for using credit/debit cards. They are passing on the cost of doing business with credit card companies or banks, onto the consumer. You will only get the cash price if you physically hand them the cash. I won't pay more for using a debit card, so I avoid those gas stations.

JP Morgan Chase is considering capping debit card transactions to $100 or even $50. It's all about fees they charge per transaction, currently $.44 and proposed to be slashed by Congress to $.12.That's a big hit for banks, yes.But after years of "training" us to swipe our debit cards...

This may not be news to a whole lot of people, but, I am getting sick of this. Why isn't the Government doing anything about it, especially when they know that it is killing our economy? Not, to mention that we are fighting wars over it, only to have the countries we are "Aiding" are...
