   Not being impeached for lying to the country and lying under oath. He went on national television and said, "I did not have sexual relations with that woman" and then the truth came out. Nixon was impeached for lying, and when Reagan made a mistake he immediately said, "I made a mistake" but Clinton did the ultimate sneaky and manipulative thing by trying to cover up the facts, lying to the country, and then lying in court. Clinton was so crafty that he actually had the majority of the country making excuses for his lies.

   Welfare Reform.  Even though he opposed it the first couple of times, he was a pragmatist.  He got the hint after the 1994 elections that he needed to change direction.  He caved on the contract with America, which was good for all of his in the long run.

      I don't about that part. I have seen no correlation with gov't funding and the education system. The least performing schools get the most money in aid per student and never seem to get better. Schools just need to return the power back to local comm

      I think you meant 43%.  But you're correct.  Not to many people have been elected and re-elected without ever capturing at least 50%

      No, I meant 23%. 45% of the country did not vote in '92. 23% voted for Clinton and 32% voted for Perot or Bush. Question for you: How will the decline in demand for coal affect NYSE: NSC in the coming years?

      I guess if you dont measure those that dont vote thats correct.I generally don't evaluate indiv equities But don't underestimate the ability of a co to reinvent themselves to adapt to demand.Slower demand could mean rail cars used for other resources
