Happens with me all the time. Nothing can be done about that apart from trying not to sleep but eventually you'll fall asleep on your pc table or whatever...hehe
I know this is not everyone's cup of tea but if you go for a run or go for any amount of activity, however small this can help you to clear your head and leave you more calm and relaxed, ready for sleep when the time comes.
I think all you can do is flip and coin to decide. If you don't like what you get - flip a coin again. Then, let Nature take its course.
I think that he/she might have too much on their mind and the brain is working overtime to try to figure out a solution to what ever the problem may be.
