Cool water, or ice if the burn is not serious. Burns can be very dangerous so if you have any question as to the severity of the burn--see a doctor.
If the burn is superficial then run the affected area under a cold tap (do not use ice) for 10 minutes. This will dissipate any heat left in the area, will minimise damage and scarring. Ice will shut off the blood supply to tha area and can cause further problems.
If the skin is blistered, don't burst the blister because it is maintaining a sterile field around the burn. Just cover with a clean dressing until healed.
A superficial burn is red in colour and painful. If the burn is either black from charring of the skin or white (no blood supply) and is painless (due to the nerve endings being destroyed) then urgent medical help is needed.
If a superficial burn covers greater than 5% of the body area, medical attention should be sought.
