no, if you are talking about cellulite or extra saggy skin, i am sure those lotion products can shrink the skin. I have tried cocoa butter product. very good at shrinking

My dad lost 45kg in the past few years. He has filled it out with muscle and the rest shrank, but it seems that he cant get rid of excess stomach skin.

If you are talking about extreme amounts of skin from weight loss such as going from 300lbs down to 175lbs there are no creams or lotions that will evaporate that quantity of loose skin. Surgery would be the only option under that scenario.
If on the other hand one has some small about of loose skin they can usually do some exercises to tone and tighten areas or increase muscle mass. However if the loose skin is on one's face they may still require some minor cosmetic surgery.

Thank you. Yes he has filled out all areas except on the lower abs area. It is not extreme but is surely visible.
