That generally depends on the reason the excess fluid is there. Most water retention is caused by allergies (even to food you didn't know you were allergic to), excessive sodium intake, hormone imbalances ("that time of the month" and pregnancy, most notably), and lack of circulation. The body is built in such a way that motion is necessary to keep fluids from pooling in the extremities, so often a sedentary lifestyle promotes excessive fluids. For cellulite issues, a body scrub made with either coffee grounds or tea is often very effective in drawing out the fluid that's just under the skin in localized areas.
