You can't. It has nothing to do with clean hair. You are either lucky in that you have never sat next to someone who has lice or you aren't. Lice jump from one head to another.
Once you have lice, it is a big job to get rid of them (but far easier than getting rid of bedbugs). You have to get a special shampoo from the pharmacy which kills them and wash with that. Then someone else has to go through your hair with a fine comb and get rid of all the nits (louse eggs). That's because if you leave even one behind, you become infeted all over again.
Don't share hats, brushes, combs, bedding. Don't lean your head against someone who has lice.
If you think it is infected, seal it in plastic and let it sit for a month. They'll die of starvation.
Comb your hair thoroughly from the root out of nits until they go away, regularly washing all bedding, hats, clothing with hoods.
