Why is my one year old son walking on his toes at times?
I suspect it is simply experimentation. That is, trying to see if it works. If it does, then gaining enjoyment for being able to master it.
My elder brother, long since dead, was nick-named, 'Tippy' by my mother, and thereafter the whole family, for this very reason.
Oh, and certainly didn't affect his being able to walk, run etc quite normally. So I wouldn't worry about it.
