    Yes. I think it just depends on the person. I don't possess a "third eye" yet I've managed to see two ghosts. Typically at night, or in low lighting, are the most times people can see a ghost. Scientifically, it probably has to do with the little amounts of light that could be refracted off surrounding areas that makes it so that a person is capable of seeing a ghost. Or...maybe sometimes they just want you to see them.

    As far as I know, a Professor of Psychology at the University of New Mexico has shed some light on this. Everyone has a third eye, since it is now believed that the ancients were referring to the brain's pineal gland. What supposedly makes some more prone to astral projection, OBEs, and alien abudction-like experiences is the release of a chemical in the body called DMT, which originates in the pineal gland.
