Since a "Leap year" comes but once every 4 years, and leap year day falls on FEBRUARY 29th. of the leap year, does this mean that any person born on the 29th of FEBRUARY, only gets a birthday every 4 years?

Why add a "leap day" to a dreary month like February instead of a warm summer month. Cruel joke?I personally could easily handle an additional day in summer, but to stretch out a cold and dull and blah month like February seems to be somebody being deliberately cruel to the world...

Is there a Baby Boom?It seems everyday I hear of a birth or pregnancy announcement. I have also seen a great deal of twins being born recently. Am I just starting to pay attention or is there a baby boom?
