Unfortunately, this is one of those questions that has no real definitive answer. There are those who will argue that self-publication is considered publication; and, there are those such as myself, who do not consider anything to be published unless it has been purchased by a third party for their publication.
Usually, in order to be considered published, you have to have your work published by a third party (not self-published) and displayed in a traditional media outlet such as a book, a newspaper, a brochure or other other publication that is available to anyone who wishes to read it.
