Firstly you need to find someone who will buy it! There is a Writers Market book that comes out every year, with markets for your work. There may even be an online version (I know there is in Australia). WritersDigest.com is a great resource. There are lots of hubs on here about markets for your work too. Good luck!
Well, first what do you mean by publish?
I'm assuming you mean publish it in a magazine, book or online magazine.
Are you looking for you name in print or for money? Different type of contests.
Try Duotrope or Writer's Markets to match your piece to a magazine type, then submit.
Some entries are free some cost money.
If you want to do a chapbook, then look for chapbook contest.
there are lots of publishers websites online listing the kind of work they want - the main thing is to find the right market - don't send a romantic story to a science fiction only publisher, etc. Read their guidelines carefully and send your work off. Write more as publishing can take time, and don't give up if your work isn't accepted - many major novels were rejected dozens of times over before being accepted. Good luck
