Complexity! In a hub you can get your message across without creating a web of plots and subplots, if you are writing fiction. To develop a non-fiction book you need a comprehensive investigation of the topic. You also need to establish your position when writing the book. All in all, a lot of work when you can write a hub within a given period of time.

Maybe people write short hubs because the world is becoming paperless and people want information as fast as they can get it.
