Where is a good place to find someone that will design an ebook cover?
Cover art, not a protective cover.
It would matter how much you want to spend. Check out schools in your area, there are a lot of student artist that are very good and will not charge much. Offer a referral etc.
Another way would be if you see an ebook that you like the cover art contact the author and ask about it.
You can take a look at Lulu.com. I believe it's one of the services they provide.
Another thing you can do is solicit an artist who has made artwork similar to what you are picturing for your book. Some artists can be found here on HubPages if you know what subjects to search for, but the best place is probably Deviant Art. It's a large community of artists that are familiar with this kind of stuff. Just make sure that you don't take any of their art without permission, and contact them to see what their rates are. There are a lot of high profile artists on that site, so some could have really high rates. Out of curiosity, what genre is your book?
If your design budget is small, consider looking on fiverr.com. All services on there cost $5.00 and you'd be surprised at how many talented designers do little jobs for fun on the side there.
