I live in the San Diego in California. I have been converted to be against lawns all together. Rather planting native plants - blooming or non-blooming, is best regarding ecology. My garden has proved that theory for me. I removed the small lawn planted plants geared toward hummingbirds and butterflies and wound up with much, much more. And, I only have to water it maybe 4 - 6 times a year. The rains seem to do the trick. I had to water them a bunch getting them established the first year, but now I pretty much just have to do the maintenance and enjoy all the wildlife.
