You have to start with a focal point.  Say for instance, you have a lovely antique picture of Cabbage Roses.  You could add throw pillows with Cabbage Roses on your sofa.  Pick out colors in the Cabbage Roses and add some color.  A pair of deep red or burgundy lamps on each side of your sofa would look great.  Place a stack of antique books on your coffee table.  Add a lovely antique cup and saucer in a Cabbage Rose pattern.  Put plenty of red candles around.  Don't forget to add some fragrant Rose potpouri in your favorite red glass vase.

Think about what you like and what you want for the room. Do you want to relax, sleep, work, entertain? in the room? That will determine whether how you decorate. Then, think about the colors you like - earth tones, jewel tones, pastels, bright colors?
Now, you can think about the furniture you like - do you like classical furniture, overstuffed, etc.
All these things help you decide how to decorate your room.
