I would say yes..depending if you have the time and good conditions like adaquate sunlight it can be fairly eays maintaing flower plants. I have a growing balcony garden which I oversee every day. Usually in the morning and evenings. I give them water and remove dead leaves and ocassionally tun the soil with a mini fork. Though this may be simpler since I have a blacony garden but If you have an outdoor gardeen the same principles would still apply.
That's not a simple question to answer, as it all depends on how much space you have for plants, what sort of sunlight you get, and where you live (weather). Also, houseplants or outdoor plants.
If you are going for indoor plants, some people do really well with orchids.
Where I live, winters are mild, so we have bulbs that can stay in the ground, things like iris and tulips that grow back every year.
