    Is it normal for my lights to dim?

    My lights dim everytime that my neighbor's AC unit turns on, could it be a builder's defect? This does not happen to my other neighbors.

    It means that your place is haunted...just kidding. I think it may be from the same source of power as your neighbor, so it's taking away power voltage from you to start your neighbor's AC unit. It may just be the way the place was constructed. Your  AC unit may do the same thing to his lights.

    It's because they have an extension cord running over to an outlet in your house. Ha! I'm kidding. Honestly, I'm not a power guy, but I would not expect that to happen. I would give your power company a call and ask them about it. These days, many accept questions online if you want to avoid the hassle of a call. Ultimately, that seems, to me, to be an issue where the transformer feeding your houses isn't up to the task.
