    I would suggest to water your tomato plants in the morning. This way they will have plenty of water for a full day of sunshine. It might be beneficial to also water them in the evening if it was a particularly warm and sunny day. The tomato plants i currently have are growing very quickly, and require lots of water and sunshine.

    I find that watering plants in the evening is best. Less water evaporates in the heat, and there is less chance to give your plant a sunburn. You should always water the soil, not the foliage, anyway.

    I'd say morning as well, it's not good to leave them wet all night, it invites earwigs and other nasty stuff leaving your tomato plants more vulnerable to disease. If you water in the A.M. it is also a good idea to try and not get water droplets on the leaves of the plant, the sun`s rays can be magnified and leave burn marks on your leaves. I simply flood the rows of my garden for a good deep watering. Deep watering also promotes healthy root growth.
