    Yes and we have a neighbor who grows tomatoes in a screened rear porch and is doing well  in the process

    Absolutely. First off it's screened in so it shouldn't bother anybody. I live in a homeowner's association and the only thing that bothers them, from what i've read in our contract, is if you have a garden or flower bed facing the road to keep it neat and weeded, and to keep your grass cut. Basically, keep the community looking nice to bring home values up.
