Any type of card that is loaded with money won't allow you to withdraw cash. You can only spend it at the designated shop or shops.
There are places online that allow you to sell gift cards but you won't get as much money.
Sorry for the delay, haven't been around...but the answer would be a definite NO...the balance on the card is what whatever CASH you put on it, less purchases & charges made by you...oh & the monthly service charge, which comes off even if you don't use it...If you have a 0 balance, the next time you put money on your card, that/those month(s) come off right away.
WryLilt...slight correction...prepaid credit cards DO ALLOW withdrawl (this is not the question asked as well) from ABM machines like a regular credit card, except no interest but pay around $3 to get your $back...speaking from 1st hand experience
