It's when a deduction is made from your paycheck, in order to pay for a debt.
Something you want to avoid at all costs, most people will lose job over it due to all the paperwork. One fellow - he lasted 2 weeks at this job, Man - he had the IRS & child support garnishing his wages.
That's when I learned that IRS can take 100% of wages BEFORE Child Support that can take only 50% of the wages. So in theory, he's a dead beat dad and since CA interest on arrears can be 40-60% interest for non payment 0 even if the guy lived to 102 - would never be able to pay off debt.
