Kindergarten classroom bully, why do some parents encourage this unacceptable behavior?
Because they are ignorant, uncivilized, uncultured and plain common. And they don’t even know it! Teach your child to stay far away from bullies and tell her/him that bullies don’t realize how bad they are. If one of those damn bullies hurt your child, take the necessary legal steps. I’m so fed-up with low-class parents who encourage their children to be rude and nasty.
I don't think many parents actively encourage bullying: most just don't know what to do about it. Some parents don't know how to stop the bullying behavior without alienating their child and they're afraid of losing the child's love, so they do nothing. Other parents are so preoccupied with their own lives and achievements they don't pay attention to what their child is doing and in fact the bullying may be a way for the child to get the attention of the parent.
However, there are some parents don't see it as unacceptable because the parents are just as much bullies as their children. Other parents feel that it's an "us or them" world and that they have to teach their child to take care of #1 (themselves) at all costs. Others believe in social darwinism: the survival of the fittest means that the strong take out the weak.
There are really far too many possible explanations for this question for a forum such as this. Entire books have been written about the subject...

What should be the penalty for school bullies?School bullies should be expelled from schools and placed in juvenile detention or prison. They deserve no clemency nor reeducation whatsoever. If a "child" is old enough to bully another, he/she should be criminalized.
