How sure can we be that another nation will actually honor a nuclear disarmament pact?
I love the idea of nuclear disarmament, as I would love to live in a world without nuclear weapons. But is it actually realistic? What methods can/do we utilize in ensuring that a nation that we sign a disarmament pact with is actually adhering to the agreement? What is to stop any nation from developing a secret stash of nukes that violate the limits set by such a pact?
There never really is any mutual trust, you still keep watching each other. However, both agree to have a rep from the other present during any dismantlement. They will still develop but testing would be noticed by the other. So they continue to develop, but do not test without the agreement of the other.
You can't be and for reasons out of any nations control. There is nothing that can be done but to leave creation to the Creator. Long before any treaty was even thought about the elemental will to live has been the causal factor of all people wishing to protect themselves,it will continue as long as humanity exists and at the rate we are going we will destroy the environment without the disarment of any kind of weapon at all.
As a kibitzer I don't think that the US politicians will get assurance from countries, particularly Russia, of realizing an honest nuclear pact. As long as Vladimir Putin is at the helm of the Russian government any nuclear pact will end in the dustbin of dishonesty and suspicion.
The balance of nuclear arsenal is not even because Russia possess more than what the US have, this is according to google search engine.
I'm of the opinion that the big, powerful nations of the world, those who have most to lose from a nuclear attack, will eventually band together to ensure that little rogue states and terrorist organizations are kept in check to the best of those big nations abilities. It's the religious fanatics - of any persuasion - we need to be wary of.
Eradication of poverty, a better chance for all people, education, and the gradual understanding that we all live in the same world, might stop any major wars from occuring.
It'll all take time, but I'm a optimist.
Absolutely impossible for any nation to respect the best nuclear arms disarmament pact. The world can go to hell all the politicians care.

All Political Pacts are showpieces ... to provide the signers, with the Insane Opportunity to wriggle out of their Commitment ... These Pacts will always remain unreliable instruments... till we can rid the world of the insane makers of the bombs and the insane leaders of Politics' institutions.
Nothing is guaranteed but the treaties allow for inspection teams to visit each other and they are quite good at noticing unusual activity. And Russia and the USA have very sophisticated spy satellites that can notice odd things too.
It's all a crap shoot.
I really don't think that we can be absolutely sure of any nation honoring this. If the right set of circumstances were to come up then I feel that some nations would dishonor this and go ahead. We really just need to be in prayer for our world and all the leaders of all the nations.
