I dunno a lot about either of them,
from what I hear in the News since 2000,

Bloomberg is simply a busybody.
Giuliani deserves respect and applause.
---If I were a New Yorker, I'd invite him out to dinner-----he could use some meat on his bones and a great big sugary soda to wash it down with.
Good question that made me stop and think. Didn't live in NY during either's tenure.
I don't know who writes these Wikipedia entries, but I find the contrast in entries hilarious (and NOT just because of the Guiliani in "drag" entries. Although tsk tsk on palling around with terrorist birthers like Trump!).
Guilani did an outstanding job with 9/11. And tried to ride that for 7 more years to become GOP nominee.

Bloomberg, on the other hand, did a crappy job with Occupy Wall Street (IMHO).
