Idea that India needs population control artificially for progress, it self is a myth. I just wrote an article about it. Here is the link.

The population growth of India is momentum driven. The best and scientific way to manage population is through delayed marriages and delayed pregnancies, besides spacing child births.
According to Sandarson & Tan, up to 2030 the population growth in India will be momentum driven. Therefore, permanent pregnancy termination methods are not the right solutions. Enhancing awareness and use of temporary contraceptives is the ideal answer.
Besides, India is a "Young" country with a vast pool of productive population. So looking at its population in negative light is not the correct way to approach the issue. You may like to read my just published hub on this topic:
