should a person wrongfully incarcerated be compensated, even if he or she has a past criminal record

if there is a law to impose punishments and these laws are pushed when there is a victim or not, then shouldn`t the laws that where made to compensate be pushed as well? there shouldn`t be an excuse of any sort whe the highest court of the law finds the defendent not guilty. and you don`t have to call them over and over again to convict but why isn`t the same efforts made to fix a misjustice when it has been done by your state. the qualification to be compensated when you are not guilty is "NOT GUILTY". do you think that a person in this case should not qualify because of his past ?

In some states this does happen because it does not matter whether or not they had a past record it matters under the US system that they did not commit th crime they were wrongfully convicted over.
