The world might never truly know. A lot of them are left undocumented or ignored. Commonly the first answer we get would be the U.S.S.R. and sometimes people will say it's China, but because a lot of it is unreported, we can't be sure.
I would say that the United States ranks "high" in that statistic. Every person incarcerated for smoking or dealing weed, whatever, for drinking or selling alcohol as a minor or to a minor, for tax "offenses" or currency control regulations, gun law violations, etc., is, in fact, a political prisoner.
